A balloon stuck in a toilet requires careful removal to avoid pushing it deeper into the drain. Try a toilet auger inserted past the balloon then twist to hook and pull it out. A wet-dry vacuum with strong suction can sometimes extract soft objects. Do not flush repeatedly as this pushes the balloon further into the pipe. If the auger cannot reach it the toilet may need to be removed to access the object from below.
