A toilet that doesn’t flush completely may have a low tank water level short flapper open time or clogged rim jets. Adjust the float to raise the water level to one inch below the overflow tube. Lengthen the flapper chain slightly to allow it to stay open longer per flush. Clean mineral deposits from the rim jet holes using vinegar or a small wire. Check for partial clogs in the trapway that restrict water flow during flushing.
