Water around the toilet base typically means a failed wax ring seal between the toilet and floor flange. Tighten the closet bolts on each side of the toilet base but avoid overtightening which can crack porcelain. If tightening doesn’t stop the leak remove the toilet replace the wax ring and reinstall. Check the flange for cracks or damage. A loose water supply connection or condensation on the tank can also cause water to appear at the base.
